WHO ARE YOUR USERS? These would be the people who use your services, as well as the people you want to use your services. List out everyone you think would be using your site.
WHAT DO THEY NEED FROM YOU? What sort of information will your users need to use your department's services most easily?
HOW CAN YOU SHOW THEM THAT YOU HAVE WHAT THEY NEED? Think of methods for organizing and displaying the information you decided they need in the previous question. Perhaps examples of past work, ways to contact you, etc. The important thing is to think of it they way the USER thinks of it, not necessarily how you think of it
